Bhopal: According to the medical examination report of the Bhopal gang-rape victim, a red-faced Madhya Pradesh administration has issued a show-cause notice to doctors of two women. Said that the sexual acts were done “with her consent and Will”, officials said on Thursday. At one place, the report prepared by the doctors of Sultania Lady Hospital described the 19-year-old woman as “accuser” rather than “victim”.
The Divisional Commissioner of Bhopal issued a notice to the doctors about the mistakes made ‘unknowingly’ in the case. According to the police, although there are errors in the report, it has confirmed that the rape and injuries in the woman were found in her private parts.
The Four Accused Persons took the women and allegedly gang-raped persons for three hours in Bhopal, when the victim women were returning home after attending the coaching class on the night of 31st October.
The doctors wrote in the examination report that the physical relationship was established with ‘his consent and Will’. The report has also been mentioned as ‘accused’ in one place, “said Superintendent of Police, Bhopal Railway Division, Ruchi Vardhan Mishra.
When we asked for an explanation, then the concerned doctors (written) clarified that the word ‘without’ was used unknowingly instead of without. Actually, the doctor wanted to say that sex was ‘without her consent and Will’ the other error was also corrected in the explanation by the doctors while rejecting the victim as an accused in one place, she said.
The Mishra said that the errors in the report were “negligible” as they were made in the column for the records of incident details. “In the examination of doctors, part of medical observation is important,” she said.
The Bhopal’s Division commissioner Ajatshatru said that due to his mistake, the report could be misinterpreted.
It was a sensitive issue and doctors should have avoided such unintended mistakes, therefore, the full meaning of the report was born wrongly. We have presented the show cause notices to two doctors – Dr Khushbhu Gajbhiye and Dr. Sanyogita asked them to present their answers in three days, “said Ajatshatru.
Meanwhile, Leader of the Opposition Ajay Singh in the Madhya Pradesh Legislative Assembly alleged that the “insensitivity” of the government was shown in the medical report. “It is shameful, in which it is seen that the administration’s negligence and the insensitivity of the state government are such things which are increasing the sufferings of the victims,” Singh said.
Last week, the state police had suspended five policemen for alleged negligence, thereby delaying the registration of the crime. Two senior police officers – Inspector General of Police, Bhopal Range, and the concerned SP, Government Railway Police were transferred.
According to the media reports, it took about 24 hours to the victim for filing the complaint, she had lodged a complaint with the authorities of three police stations feuded over jurisdiction.
The case was registered on 1st November, almost 24 hours after the crime at the Government Railway Police (GRP) station at Habibganj Railway Station. The police have arrested the four accused.
