Hyderabad: The APC & Secretary (A&C) took up a detail review on the progress made in preparation of “The First Decade Document” – Strategic Plan for Departments and corporations as well as the Agriculture & Horticulture universities Today
At the outset APC & Secretary informed that an exercise for preparing a strategic plan for Telangana State is at the anvil. He said that the state is in the process of major transformation from that of a shackled economy to one in which long pending needs of people would be addressed by 2024. This is an exercise for giving this journey a proper destination and direction.
He also said that the following approach and steps for preparation of Telangana 2024 are to be adopted.
Inception Report is to look back at 2014 and identify the position of state on various objectives and variable development indicators and where we want to reach by 2024.
He informed to all the HODs, M.Ds of corporations and Registrars of Agriculture and Horticulture Universities, that CGG is the agency to coordinate this exercise and they have also reviewed the Baseline document submitted to them and made certain suggestions for improvement and to provide information on gaps identified.
The time frame fixed by the government is to complete this exercise by December 2017 by that time a cogent document for Telangana 2024 – “The First Decade” should be ready.
The document should invariably cover the major achievements made after Telangana State is formed and fix up the targets that can be achieved by 2024duly finalizing the indicators or specific measurable parameters viz.
o Micro Irrigation
o Poly Houses
o Permanent Pandal
o Centres of Excellence
o Farm Mechanization
o Debt Waiver Scheme
o Timely supply of quality inputs like seed & fertilizers
o Telangana as seed bowl
o Soil Health Cards
o Strengthening of Agricultural Extension by sanctioning 1526 additional posts of AEOs to cover @ 5000 acres per AEO.
o Creation of additional storage under NABARD godown scheme for 18.4 LMTs with 350 godowns.
o Introduction of e-Nam in 44 markets.
o Reforms made in seed certification including online certification / OECD etc.
