Hyderabad: The highly prestigious 92nd Foundation Course for 207 All India Services and Central Civil Services officers, organized by Dr. MCR HRD Institute of Telangana under the aegis of LBSNAA, Mussoorie and DoPT, Government of India came to a spectacular end. Many of the Officer Trainees (OT) turned misty-eyed as it was an intense emotional event to take leave of their fellow-trainees after spending together for over three months.
The K T Rama Rao, Hon’ble Minister for IT, Industries & Commerce, MA&UD and NRI Affairs, who was the Chief Guest, said that India’s mindboggling growth on multiple fronts is praiseworthy in its own right. However, he added, such basic problems as access to electricity, potable water, toilets, etc. continues to haunt people, especially the weaker sections of society in the rural areas. Continuing his address, he called upon the young civil servants to find enduring solutions to these problems as their priority number one.
Mr. Rama Rao said that the performance of political executive and bureaucracy in solving pressing problems of people leave much to be desired and said that the slow pace of decision making by in Government makes this problem even worse. “India is a young country with over 50% of the population being less than 27 years old. In order to measure up to their aspirations, political executive and bureaucracy must be more efficient in their working”, he said and underlined the importance of radical change rather than mere incremental changes.He advised the young civil servants to keep learning in order to come out with context-specific and innovative solutions for different problems thrown up by a fast changing society. “There is no use working on leader-centric changes; for their continuity over a long period of time, all changes must be institutionalized”, he opined.
The Ajay Mittal, IAS, Secretary to Government, Department of Personnel & Training, Government of India, who was the Guest of Honour, said that joining the civil service, though important in its own right, should not be the ultimate destination of their career. “They must continue their hard work, with greater intensity, to achieve the higher missions of their lives. “So far, you have been successful in your careers; now, it is the time to be purposeful”, he said and added that giving back to the society by addressing the felt needs of the poorest of the poor sections of the society should be high on their agenda
The B P Acharya, IAS, Spl. Chief Secretary & DG, Dr. MCR HRD Institute said that empathy and compassion towards poor people are the hallmarks of all successful civil servants. Considering this, he said, the prime objective of the FC was to inculcate these time-tested values among the Officer Trainees”, he added.
Mr. Ajay Mittal presented certificates and medals to OTs. Ms. Bisma Qazi, IPS, the second Muslim IPS officer from J & K, was awarded Director General’s Gold Medal for best all-round performance. Rama Rao presented mementos to eminent Associate Institutions, including ISB, NALSAR, NIRD, APSP, and TSTDC.
Smt. Anitha Balakrishna, IA & AS, Joint Director General &Course Coordinator, in her welcome address, said that the objective of FC was to equip the OTs with a core set of values, skills, and knowledge for their success in their careers.
K T Rama Rao inaugurated the Sculpture Park which features State symbols, namely, Palapitta, Deer, Jammi Chettu, and Tangedu, made by noted artist, Ch. Manohar. Ajay Mittal inaugurated the Solar Power System, which has been installed at a cost of over Rs. 2:00 crores in order to make the Institute’s campus Eco-friendly.
