Hyderabad: A meeting was convened at Hyderabad on 15.12.2017 by Agriculture & Cooperation Department, Government of Telangana by C. Partha Sarathi, IAS, APC & Secretary to Government, A&C Dept., Dr. M. Jagan Mohan, IAS, Commissioner of Agriculture Dr Kavitha Gotru, Director (Finance), DBT Cell, Min of Chemicals & Fertilizers, Government of India, State DBT Coordinators Mr. Mayank Budhiraja, Gouthamon G-Live of DBT in Telangana from 1st Jan, 2018.
The various stakeholders involved IE, representatives from fertilizer industry, vendors of POS machines and DAO’s nominees from all the districts have attended the meeting.
The main objective of the meeting was regarding preparation of the State to Go-Live for implementation of DBT from 1st Jan, 2018, where the sale of fertilizers is made mandatory though POS machines only.
The subsidy is released to the manufacturers on the basis of actual sales conducted by the dealers through POS machines only.
The C. Partha Sarathi, APC & Secretary, A&C Department has made a power point presentation and explained about the status of implementation of DBT and activities taken by the Department of Agriculture.
The Director, DBT has also emphasized that all the stakeholders need to participate in the activities before Go-Live of the State.
APC & Secretary (A&C Department.) have stated that :
• 6100 POS machines were distributed to the retailer dealers in the districts.
• Multiple trainings are conducted by the department to the district administration and to the company representatives simultaneously on POS machines.
• DBT core teams are constituted in 30 districts which includes department, a company representative.
• The Lead Fertilizer Supplier, M/s. Nagarjuna Fertilizers & Chemicals Ltd were requested to arrange for the remaining machines at the earliest.
• The POS (Point of Sale) machine suppliers Analogs and Visiontek were advised to attend the functionary defects of the POS machines in the field and rectify at the earliest.
Preparation for Go-Live:
The APC & Secretary emphasized that the state is getting ready to Go-Live DBT:
• Advised all the stakeholders to ensure 100% deployment of POS devices before 20th December, 2017.
• The POS machines are allotted to those retail dealers who are dealing with the business of selling subsidy fertilizers.
• The retail sales are captured on a real time basis which gives actual consumption by the farmers.
• As the stock in existing POS machines will be reset on 24th Dec, 2017 by the Dept of Fertilizers, Govt of India all the retailers must be sensitized to get the physical stock available on the 25th of Dec, 2017 certified by the MAOs and get the company-wise entries done in the POS machines.
• The opening balance shall be entered into the POS devices and should be equal to the physical stocks available with the retailers as on date.
• After re-entry of the stock in the POS machines, the retailer must sell and acknowledge fresh stock only through POS machines.
• The Government has also issued standing instructions that the sale of fertilizers is made mandatory, with condition to cancel the license, if the dealer refuses to conduct the business through POS device.
• Companies to ensure 100% coverage of POS devices for all active retailers.
• This will be also linked to seeding of Soil Health Cards and farmer’s Aadhar in future, where the farmer can know the actual requirement of various fertilizers to the farmers, thereby reducing the financial burden.
• The Farmers have to bring Aadhar card to buy the fertilizers from retail dealers who are selling the same through POS machines.
The Director DBT has stated that any problems encountered by the State, in the preparatory phase before Go-Live, will be addressed by the Govt of India.
The Lead Fertilizer Supplier Nagarjuna Fertilizers and other company representatives requested for necessary cooperation from the Department for the stock re-initialization process from 25th Dec, 2017 to successful Go-Live of DBT in the State.
Further, the APC has advised the Nagarjuna Fertilizers to depute one company representative to each district to provide with necessary support for stock re-initialization to which the company has agreed.
The POS machine suppliers also agreed to extend the field support in tackling various technical aspects of POS machines.
