Management Development Center of Dr. MCR HRD Institute, Government of Telangana has rolled out a “Training Course on Public Private Partnership (PPP) for Indian Forest Service Officers”on January 8th, 2018. The Course, which has been sponsored by the Ministry of Environment, Forest and Climate Change Government of India is being attended by IFS officers from across the country.
The JayeshRanjan, IAS, Principal Secretary, Information Technology,Government of Telangana, who was the Chief Guest at the Inaugural Function, said that a staggering 8% of the GDP needs to be invested in the development of infrastructure, and in this scenario PPP Model presents the most suitable option not only in attracting private capital but also in enhancing the standards of delivery of services through greater efficiency.“The PPP approach provides a framework for higher quality of services, resulting in higher recoveries, which in turn, enables greater ability to invest and improve the quality of services”, he stated. He dispelled the apprehensions that PPP projects could be expensive for economy and they could be beyond the affordability for the poor. He clarified these by elucidating that PPP projects are selected in open bidding competition and that during construction and operation the Government undertakes close monitoring so that the public interests are protected. Continuing his address, he stated that the key factors for the success of PPP projects are right skill sets in Government sector to develop and monitor projects, transparency in the selection process of partners from the private sector, and a comprehensive set escort service from the Government to take the projects to the shore, safely and successfully. He said that AP and Telangana States have conceptualized and implemented a number of mega projects, including Hyderabad International Airport, Hyderabad Outer Ring Road, Hitech City,Convention Center & Integrated Township, Mind Space IT Park Project, Hyderabad Metro Rail, etc. and added, with a sense of pride, that these projects proved to be a resounding success, achieved their cherished goals, and emerged as role models to be emulated by other States.
The ChandanMitra, IFS, Vice Chairman & Managing Director, Telangana State Forest Development Corporation Limited, who was the Guest of Honor, said that there is huge potential in forestry and environmental sectors to undertake PPP projects. He called upon the IFS officers to equip them with the required skill set and initiate PPP projects in order to fully tap the potential. “While the experience with such PPP projects as HariniVanasthali Park, Palapitta Cycling Park in Botanical Garden, Mrugavani Resort & Spa, etc. in Telangana State has been encouraging, quite a few eco-tourism and bamboo-based projects in PPP mode are in the pipeline”, he added.
Dr. GautamPingle, Dean of Studies, Dr. MCRHRD Institute, said that careful planning on systematic, scientific, and professional lines is the precondition for success of PPP projects.
