Hyderabad: Some more decisions taken at the Collectors Conference after discussions in Afternoon Session
• In Scheduled and Plain areas, where applications are submitted for Sada Bainamas so far, they should be completed
• If ROFR proposals are sent to the government district-wise, they would be examined and a decision will be taken
• Send applications to the government, if they are still any issues pertaining to the land records purification
• Applications for Sada Bainamas will not be entertained after March 12. Land transfer should be done on either registration or by hereditary mutation
• Give training in the new registration process, IT and IT applications to the newly appointed 443 Tahsildars now appointed as Sub registrars and the existing 141 Sub registrars.
• Pattadars should not pledge their passbooks after March 12 for the bank loans but see the details on Dharani Website
• Issues pertaining to lands have been neglected for several decades and those issues should be settled now. The important aspect of this matter is the assigned land. This process went on unscientifically for a long time. Rich people have purchased this land from the poor. Prepare a policy on such lands on what to do? Several irregularities also took place. Revenue department should prepare the guidelines. Based on this Collectors and Joint Collectors should take decisions in the districts. Adopt a humanitarian angle on the assigned land issue
• By January 25, fix the Village boundaries of the new village Panchayats in the district and Collectors should send the details to the government. The minimum population shall be 500 and the distance between the existing panchayata and nearby formed one to be 1 ½ to 2 Kilometers.
• Collectors are requested to send their suggestions to the Secretary Panchayatraj on betterment of PR system. Similarly DPOs also should send their suggestions.
• Based on the above suggestions the new PR Bill will be prepared and introduced in the Assembly in First week of February 2018.
• Conduct training programmes for the Sarpanches get elected in the coming polls before they assume their duties
• Village development cannot take place if Village Panchayats working is not proper
• Many districts have the population between 2 to 4 lakh. Computerize the living conditions of the SC/ST’s in each district. This will help to ensure that SC/ST Sub Plan funds are not being misused.
• The State government, which is working towards the aim of eradicating poverty, will formulate several more programmes for the upliftment of the SC/ST/BC/Minority/Economically weaker sections and many of these programmes will be in the health and education sectors.
• By 2020 the government will supply water to one crore acres of farm land and majority of fields will get water from the Kaleswaram project by the end of December this year.
• I congratulate the district Collectors and others officials for the successful implementation of the Sheep distribution and other schemes. So far already 38,28,987 Sheep are distributed, additionally 14,56, 376 baby Sheep are born. With this additionally 52,79, 363 Sheep were added in the State. This is a massive programme. This is like a mobile bank. In the days to come, Telangana State would become a meat exporting State supplying to other states. In tune with the increase in the population of Sheep their fodder should also be grown. Get the details of the horticulture gardens in the State and find out the possibilities of growing grass there.
• For the local needs for large district Collectors Rs 1. 5 Crore should be given and for the smaller district Rs 1 Crore.
