The K Srinivas, IAS, Joint Secretary, Department of Personnel & Training (DoPT), Government of India addressed the Group-I Officers of Telangana State & Assistant Section Officers of Central Secretariat Services, Government of India, who are undergoing their respective Foundation Courses at Dr. MCR HRD Institute of Telangana. The theme of his presentation was “Capacity Building in Government-A Case Study of Revenue Department in Gujrat”.
The Srinivas said that Government employees, irrespective of the services to which they belong and the levels at which they work, have the potential to bring about spectacular changes in the nature and quality of life of people. Continuing his address, he stated that capacity building should focus on empowering Government employees to develop empathy to understand genuine problems of people and to be proactive in finding solutions for them. He said that employees belonging to different services should not work in their respective watertight compartments and called for coordinated efforts on their part. He advised the Officer Trainees to develop a culture of innovation to turn out the best and the brightest results, considering the paucity of resources at their command.
During the course of his interactions with the Officer Trainees, Sri Srinivas applauded the efforts of Telangana Government aimed at purification of land records considering the fact that about 90 percent of the disputes revolve around land titles.
The BP Acharya, IAS, Special Chief Secretary and DG, Dr MCR HRD Institute said that employees working at lower levels of organization hierarchy are not to be treated as mere cogs in the wheel as they too play an important role in the working of an organization. “Officersworking at higher levels are as efficient as their subordinates at the lower levels”, he stated and added that Dr. MCR HRD Institute follows the policy of equi-focus on the training needs of employees at all levels.
The Acharya said, with a sense of pride, that Government of Telangana has notified a whopping 1, 13,000 posts, of which 28,000 have already been filled up. Considering the huge number of the newly recruited employees, he added that the e-Learning training modules, developed by DoPT, would be of great help.
The Srinivas gave away certificates to the Group-I Officers who completed the e-Learning Modules, which marked the launching of the Comprehensive Online Modified Modules on Induction Training (COMMIT) of DoPT by DR. BCR HRD Institute in 2018-’19. He presented awards to ASOs for their best presentation on village visits and honored the faculty of Institute of Secretariat Training and Management (ISTM), New Delhi & Centre for Information Technology, Dr. MCR HRD Institute of Telangana.
The M P Sethy, Chief Consultant (Training & e-Learning) and Dr. SM Nabi, Director (Training) gave brief overview of theFoundation Courses for the ASOs and Group I Officers, respectively. Rohith Singh, Group I Officer Trainee welcomed the gathering and proposed a vote of thanks.
