The valedictory function of two-day 19th All India Conference of Directors of Finger Print Bureaux was held at MCR- HRD Institute, Hyderabad on Friday.
It started with the welcome address read by DD(C-III) Sh. a. A. Mohan Krishna. He welcomed one and all to the valedictory function of the conference. JD (CCTNS) Sri Sanjay Mathur, JD, NCRB, New Delhi read out of the recommendations of the Conference. The prominent recommendations being establishing interconnectivity through NAFIS, issue of special medal for finger print fraternity, to change the nomenclature of the conference to ‘All India Conference of Fingerprint science’, to have a unique number throughout the country to establish uniformity, to modernize FPBx, creation of database for suspects, amendment of identification of prisoners act and to change the name to identification of arrested and suspect act, creation of three committees to study various issues .
The M. Mahendar Reddy, IPS, DGP, TS congratulated the delegates and said during the address that the 2 day conference came to a successful conclusion with discussions about best practices shared across all states. The country has a distinction to have first FPB as integral part of Policing and for any society to maintain peace, public safety, prevention and detection of crimes, FP is a great tool to detect the offenders for prosecuting them successful. Use of scientific tools improves conviction rate, improves confidence of the citizens and proves that police is transparent, accountable. He also stated that the state is also having dedicated officers in the State Finger Print Bureau. Use of the technology is improved through regular training. He thanked one and all to giving the opportunity to host the conference and making a big success.
The Rajiv Trivedi, IPS, Principal Secretary for Home, TS in his speech said FP evidence is oldest evidence. It is the confirm method used to identify individuals. In the modern society identification plays a major role. FP is used in day to day life like unlocking the phone. FP popularity has made the people realize the importance of the finger print. He also said Training and increasing the capacity of the man power, mobility, has improved the TS policing. Social schemes are implemented successfully with the wide usage of biometrics. He also thanked all for making a successful conference.
Dr. Ish Kumar, Director, NCRB in his speech said that that every year best FP bureau will be Awarded on the basis of certain SOPs, and to increase the FP bureau cadres and to begin with every District can have a team to have quality and scientific investigation. He also elaborately explained the work done by NCRB. Besides FP research, CCIS software, Vahan Samanvay, Talash, FICN, IMOT, CCTNS, link with ICJS are some of the works done by NCRB. Latest works being creation of registry for sex offenders, economic offenders, cyber offenders. He explained the working of CCTNS and stated that government agreed for the CCTNS phase 2 wherein NAFIS would be a part and it would involve planning for technical refresh, fresh solutions for the states, filling the gaps of phase -1 in CCTNS. He also mentioned plans to create C-Mac.
The Nayini Narasimha Reddy, Minister of Home, TS has thanked NCRB for organizing the conference in the Telangana State. He said it is important to catch the offender and finger print technology has made the process simple and easy with scientific evidence. The state has strengthened the Police force, the communities in the state live safe and secured. He said reorganization of the districts has made decentralization of the powers and it lead to improvement in the district administration. The TS police is successful in reducing and preventing crime and offender are apprehended immediately and also said CCTVs are playing a major role. Modernization of police stations, role clarity of the Police force, citizen friendly services are delivered across the state, facilities for the woman Police force, work stations, reception centers for the Police stations are some of the important steps taken by TS. He concluded stating that the FP bureau in the state will be strengthened soon with all facilities.
Later the Chief guest released a book titled “Award of excellence in FP Identification / science competition-compilation of cases” and presented ‘certificates and Mementoes to the 1st prize winner Som Shankar, Sub inspector from Karnataka State, 2nd prize winner Ms. G. Swarna jyoti, SI from Telangana state and 3nd prize winner T.Ramchandra rao, Inspector from Andhra Pradesh and Senior retiring officers of FPBx Antaryami Mohopatra from Bhuvaneshwar, odisha and Jagdish Suresh Koshti from Mumbai, Maharastra were felicitated by the chief guest.
In the forenoon session of the conference, deliberations on issues related to legal, administration, training, standardisation of fingerprint slips, honouring of retiring experts qualification of candidates appearing for AIBE, capacity building of fingerprint experts, pay scale issues were held. M.N.Krishnamurthy, former DSP, Karnataka state and Smt. Vaijayanti ,Director of prosecution of TS also expressed their opinions on amendments on identification of prisoners act 1920 and concluded that amendments are essential to enact a solid concrete law to include other biometrics as Iris, palm, hand geometry, face and DNA. They also stated that as crime is not static, technology has to be update, and also law should not be static and amended accordingly. It was also suggested that safeguards should be included so that innocent are not implicated.
The Students from universities namely Amity university, Raksha shakti university, Harisingh Gour Vishwavidyalaya, Guru Ghasidas viswavidyala, Team from CFPB/NCRB presented research papers on latest work in the field of fingerprints. The sessions ended with the demonstrations by the vendors of the Fingerprint equipment. Kwick soft, NIA, EVI Scan, Nitto Denko, Maruti scientific equipment, pacific biotech put up the stalls and made their presentations. All the presenters were presented with mementos
The vote of thanks was proposed by U.Ram Mohan, SP (CID). He thanked all the delegates. The conference successfully concluded.
