The Hon’ble Chief Minister K. Chandrashekhar Rao said, that, taking it as an opportunity of new gram panchayats coming into existence, from August 2, 2018, the villages are to be developed tremendously. He said, that, the villages are key for development and only when the villages are developed, the country develops. He said, that, for every village an officer will be appointed as person in-charge and also one panchayat secretary for which the process is on. The CM said, that, an action plan has to be evolved to see that the person in-charges and village secretaries develop the villages. He said, that, the District Collectors and the state level officers have to monitor and supervise the works that are to be taken up in the villages. CM also said, that, at the rate of Rupees One crore for each district, Rs. 30 crores will be kept at the District level which would be used to take up any immediate work at the village level to overcome any problem that come to the notice of village secretary and at his discretion. The Chief Minister held a review meeting in Pragathi Bhavan regarding appointment of person in-charges and Panchayat secretaries on Tuesday after noon.
“For the new person in-charges and village secretaries an action plan has to be entrusted to assess the present condition of the village and how it should transform in the next three years. Effective monitoring should be done from time to time about the implementation of the action plan. The newly appointed village secretaries will be under probation for three years. They need to be provided with guidelines regarding their job profile and the task to be taken up. The progress of their work has to be evaluated from time to time and those whose work is found satisfactory the services are to be regularized. In case if they are not up-to the mark they would be removed during the probation period only. Tree plantation, nurseries management, grave yards construction, arrangement of dump yards, taxes and other similar works are to be part of job chart of the secretaries. In each aspect and branch their work has to be evaluated’. CM said.
“We have created new village panchayats. Monitoring of developmental programmes becomes easy with smaller village panchayats. In view of the court case elections to the Gram panchayats are delayed. Until the case is disposed of, to see that the developmental works are not hampered, we are appointing person incharges. Immediately after the court judgement elections are to be held. The elected sarpanches are to be entrusted with duties and responsibilities in accordance with the Panchayat Raj Act passed in the Assembly. The role of the village panchayat in the development of the village is very crucial”. CM said.
