The Honourable Chief Minister K Chandrashekhar Rao urged that all the departments in the State should follow financial discipline and prudence as the country was in a severe economic slowdown. The CM said that right from planning the State’s Annual Budget, proper utilization of the funds, at every stage, full-fledged plan and discipline is needed. The CM has decided to convene a meeting of the ministers and secretaries of the departments concerned, before the introduction of the Budget in the Legislature and to clearly explain to them about the financial situation and precautions to be taken for the financial discipline.
The CM held a review meeting here at Pragathi Bhavan on Tuesday on the Budget to be presented in the Legislature. State Planning Board Vice Chairman B Vinod Kumar, Government’s Chief Advisor Rajiv Sharma, Government Principal Secretaries S Narsing Rao, Ramakrishna Rao and other senior officials from the finance department participated.
A discussion took place on the possible dates of the Legislative Assembly and Council sessions to be held next month. Ganesh Chaturthi, immersion and Moharrum will be observed next month and there are other holidays too. There is also Speakers’ meet that will be happening on Sept 24 in South Africa in which Telangana State Legislative Assembly Speaker and Secretary are going to participate. Keeping view these factors, Assembly dates are to be finalised. Telangana State Legislative Assembly Secretary indicated that Sessions could be started on September 4, 9 or 14. Honourable Chief Minister will finalize one of these days, keeping in view all the factors including availability of the police personnel, other government programmes, holidays including those already mentioned. Since the Governor had already addressed the joint session of the both Legislative Assembly and Council beginning of the year, there will not be any Governor’s Address. This would provide two extra days. The day Budget is presented, the Session will be adjourned for the day and the next day is given a holiday. This is followed by discussion on the Budget and Grants in subsequent days and later passing the Appropriation Bill. Shortly it will be decided on which day what business would be transacted. Before the commencement of the Assembly Session, the CM wants to have a meeting with the ministers and secretaries. The CM is of the opinion that he would discuss at length on the State’s financial situation. He wants to give guidance to the departments concerned on how to act in tune with the realistic view in the context of the prevailing economic slowdown in the country.
