A Meeting with the LIC officials, Agriculture Department officers and NIC, IT Support team was convened under the chairmanship of the APC & Principal Secretary Agriculture today i.e on 28.8.2019 in the D Block Meeting hall secretariat to review the scheme implementation and claims settlement pertaining to the 1st year of the scheme and smooth rollover to the 2nd year of scheme implementation which commenced from the 14th August 2019.
At the outset APC & Principal Secretary Agriculture expressed that the scheme was successfully implemented for one year with the cooperation extended by the LIC and the IT support of NIC and last but not the least because of the hard and dedicated work of the Department officials both at field level and in HOD. The scheme providing social security to the bereaved farm families has been appreciated by one and all within the state and also outside the state including FAO.
He informed that the meeting was convened to look into the problems faced during the 1st year of scheme implementation and arrive at solutions for the same to enable quick claims settlements within 10 days as envisaged in the scheme guidelines. The impact points of the discussions are:
All eligible farmers data who were enrolled during 1st year shall be automatically renewed for the 2nd year except duly exiting the following from them:
o Who have crossed 60 years of age,
o For whom death claims are submitted / dead farmers.
o Farmers who are not included in the data obtained from CCLA.
The date of risk period for all the renewed farmers shall commence from 14th August 2019.
Keeping in view the typing errors in name , aadhar number , nominee details etc. during first year which lead to delayed settlement of some of the claims , it was requested to facilitate corrections in the available data.
In case of correction need to be incorporated in aadhar it was suggested to submit proposals to LIC with proper documentary proof for further necessary action.
It was suggested that issue of death certificate indicating also the aadhar number of the deceased farmer will facilitate immediate settlement of claims spell mistakes or pronunciation of some of the names of the farmers.
Principal Secretary opined that the issue will be discussed with Panchayat Raj department to ensure that common format for issue of death certificate will be ensured.
It was requested to settle the claims pertaining to the 1st year on campaign mode to avoid confusion at field level and also for proper monitoring since there is every chance for receiving claims for the 2nd year once the LIC IDs are generated.
The R.P.Singh Chief (P & GS), expressed that it was a great experience for working with the Telangana Government for such an innovative scheme in complete online mode which is 1st of its kind for LIC. He informed that enquiries from other states about the Rythu Bima Scheme from other states are received to LIC. He concluded that LIC shall extent the same cooperation during 2nd year also in scheme implementation.
Representatives from Central office Mumbai, R.P.Singh Chief (P & GS), Suryanarayana, Deputy Secretary, SDC & Savitha Gopi SDC attended the meeting along with the local Zonal office and Divisional office representatives who are actually involved in scheme implementation and claims processing pertaining to the Rythu Bima Scheme. Vijaykumar Additional Director of Agriculture & his team from Commissioners Office and Sailaja, IT Team from NIC participated in the discussions.
