The Dr Sanjeev Chopra, Director, Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussorie inaugurated the Special Foundation Course (FC) for All India Services & Central Civil Services Officers and Second Foundation Course for Military Engineer Service (MES) Probationers.
Dr Sanjeev Chopra, IAS,Director, LBSNAA, who was the Chief Guest,said that the present-day society is characterized by ever-rising aspirations on the part of people who expect delivery of efficient services at a fast pace. “The challenge for the civil servants in thisscenario, therefore, is to keep their skill set current and up-to-date in order to measure up to these expectations and deliver good governance”, he stated Continuing his address, Dr Sanjeev Chopra, IAS stated that literacy percentages, educational attainments, and awareness levels on the part of people have gone up exponentially and they expect a fair deal from different wings of Government. “In this transformed environment, arbitrary and dictatorial approach to administration has become a thing of the past”, said Dr Sanjeev Chopra, IAS and called upon the Civil Servants to develop the right set of people-related skills. He called upon them to use the emerging technologies to understand the problems of people in their true and total frame of reference and find enduring solution to them.
Dr Sanjeev Chopra, IAS said that India is no longer a mere agrarian economy. “The rising urbanization, increasing role of Services and Manufacturing Sectors, and unique needs of the poorer sections of society call for corresponding changes in the role of the Civil Servants with a view to giving a big boost to development trajectory of India. “While rules are important in their own right, civil servants should positively interpret them keeping in mind the larger good of society”, he added and paid rich tributes to Sardar Vallabhbhai Patel who strongly believed in the role of Civil Service in achieving the cherished goals of United India. Brig. P K G Mishra, who was the Guest of Honour, underlined the greater need for Military-Civil collaboration. “Honesty to self, loyalty to organization, and integrity to country should be the guiding principles both for Civil Servants and MES Probationers in their careers”, he added.
The B P Acharya, IAS, DG, Dr. MCR HRD Institute & Special Chief Secretary to Government, in his Presidential Address, said that even though they constitute about 20,000,they provide leadership to a staggering about two crore employees at different rungs of the Government hierarchy. He, therefore, advised them to emerge as role models by pursuing excellence, demonstrating courage to tell the truth, and networking with different Services by breaking the silos. Dr. Sanjeev Chopra, IAS and Brig. P K G Mishra released the Course Manuals for Special Foundation Course for AIS & CCS Officers and MES Probationers, respectively. Harpreet Singh, IAS, Additional Director General welcomed the gathering and spoke about the Special FC for AIS & CCS Officers. M P Sethi, Chief Consultant (Training & e-Learning) spoke about the FC for MES Probationers. Paresh Sharma, IFS (Retd.), Chief Consultant, Foundation Course proposed a vote of thanks.
